Biography
Qaiser heads the Payment Services Policy Department in Bank Negara Malaysia (BNM). The department is responsible for the regulatory framework to drive the development of the payments industry and to preserve payment system stability as part of the central bank’s mandate. The department also houses BNM's Digital Currency Hub which coordinates the central bank’s work on digital assets and central bank digital currencies. Prior to this, Qaiser led the Financial Surveillance Department in BNM, which is responsible for financial stability. He also spent a notable part of his career in BNM in micro-prudential policy. Qaiser joined BNM in 1999, and between 2012 and 2015 served as a Senior Financial Sector Specialist with the Financial Stability Institute of the BIS. Qaiser holds a bachelor’s degree in computer and management science from the University of Warwick, United Kingdom.
